Mexico's Fox Names New Interior Secretary

Mexican President Vicente Fox has named Labor Secretary Carlos Abascal as his new interior secretary as the country heads toward presidential elections next year.

The president announced the appointment during a televised message Thursday.  He urged Mr. Abascal, 55, to always keep open the doors of dialogue and respectful debate.

The appointment comes one day after the former interior secretary, Santiago Creel, resigned to seek the presidential nomination of Mr. Fox's National Action Party.  The president is barred by Mexican law from seeking another term.
